The Onsite Optimizer can only be used on your website by one singular user at a time. You cannot have multiple users using the Onsite Optimizer to make edits to your website simultaneously.
If you have multiple websites, then different users on the same account use the Onsite Optimizer at the same time, providing that they are all working on different websites.
